MP says some gambling centres promoting their illegal service openly

FLYERS promoting the services and offers of an illegal cybercafe and gambling centre are being distributed to Segambut folk.
Segambut MP Lim Lip Eng was outraged by the promotion of the new centre located in a prime area as well as being opposite the SK Segambut Jaya and SJK(C) Khai Chee schools.
“Since two days ago, some people have been giving out flyers door-to-door and to motorists to promote the illegal service. This is the first time an illegal cyber gambling centre here has pulled such a daring stunt.
“They are blatantly challenging the authorities and behaving as if they are above the law, it is outrageous!” said Lim.
On distinguishing between legal and illegal cyber centres, Lip said the illegal ones have dark tints on their windows to hide their dubious operations.
“Under DBKL (Kuala Lumpur City Hall) regulations, all Internet centres must have a transparent screen so their operations are in full view of the public.”
“These centres are also equipped with closed-circuit television (CCTV) cameras to monitor if any authorities are coming their way to raid their premises,” he added.
He added that local authorities had done little to curb the mushrooming of illegal cybercafes and gambling centres, especially in Kampung Segambut Dalam.
“I have complained to DBKL and the Segambut police about this problem, but they have not taken any action. I am very disappointed.
“When I report to the Sentul police, they say it is DBKL’s jurisdiction and they cannot conduct raids or confiscate items from the centre.
“When I approached DBKL, they say they do not have the power to arrest anyone and only the police can handle the matter. So, who do I complain to?” he said, adding that he planned to complain to all the ministers in the Prime Minister’s Department on the matter.
Following media coverage on five illegal cyber gambling centres in Taman Sri Sinar two weeks ago, Lip said the centres ceased perations for only three days.
“Those five gambling centres I had highlighted to the media resumed their operations just after three days and soon after that these flyers started being distributed.
“To me, gambling is the most serious social ill. Those who lose money gambling end up stealing and dealing in drugs to finance their activities,” he added.
Advertising their 24-hour service, the centre also promoted its membership cards, Internet credit deals, free food and beverage to attract customers.
Anak-Anak Segambut community leader and longtime resident, Irwan Sabei is worried that children would start gambling as the centres are located near schools.
“I have seen children in school uniform visiting these cyber gambling centres after school. Many SPM leavers also work at these outlets,” he said, adding that illegal gambling had been a recurring problem in Segambut for more than a decade.

Tangkap saya? Teruskan, kata Mahathir


Bekas perdana menteri Tun Dr Mahathir Mohamad berkata, beliau sedia ditahan oleh pihak polis ekoran laporan terhadapnya yang dibuat oleh seorang anggota parlimen DAP hari ini.
“Saya cuma rakyat biasa sekarang, jika saya sepatutnya ditahan mengikut undang-undang, teruskan,” katanya ketika ditanya kemungkinan polis akan menyiasatnya.
Beliau juga berkata, sebagai ahli politik, beliau tidak menjangkakan layanan baik orang ramai terhadapnya pada setiap masa.
“Saya boleh petik kenyataan lebih ekstrem oleh sesiapa pun, tetapi saya tidak mahu lakukannya, sebagai ahli politik saya tidak harap dilayan baik setiap masa,” katanya.
Beliau diminta mengulas berhubung laporan Lim Lip Eng (Segambut) berhubung kenyataan sebelum ini dan gesaan supaya Menteri Dalam Negeri Datuk Seri Zahid Hamidi melayan sama rata laporan polis yang dibuat.
Berikutan ikrar Zahid bahawa laporan polis mengenai hasutan akan disiasat dalam tempoh 24 jam, Lip Eng hari ini membuat laporan terhadap Mahathir dan Perdana Menteri Datuk Seri Najib Abdul Razak.
Lip Eng membuat laporan di ibu pejabat polis daerah (IPD) Sentul pada tengah hari berkaitan dakwaan Mahathir terhadap pemimpin veteran DAP Lim Kit Siang semasa kempen pilihan raya umum lepas.
Lip Eng juga mendakwa Najib mengucapkan kenyataan yang berunsur hasutan semasa Perhimpunan Agung Umno 2010.
Desakan supaya tokoh BN itu disiasat turut dibuat Kit Siang hari ini yang tidak puas hati terhadap kenyataannya Mahathir ketika beliau bertanding di Gelang Patah dalam pilihan raya umum lalu.
Kit Siang mendakwa Mahthir berkata, beliau bertanding kerusi itu keana mahu orang Cina di Gelang Patah dan Johor “menolak bekerjasama dan berkongsi dengan orang Melayu” selain “membenci orang Melayu”.
'Pemimpin mesti tegas'
Sementara itu, Bernama melaporkan Mahathir sebagai berkata, seorang pemimpin mesti tegas, berani dan beriltizam dalam mengambil tindakan untuk menangani krisis sekalipun keputusan
yang dibuat tidak popular.
"Dalam krisis kewangan, sesetengah orang memanipulasi wang dan ini boleh mencetuskan krisis," beliau dipetik sebagai berkata dalam ucap utama bertemakan “Kepimpinan dan Pengurusan Krisis” pada Forum CEO 2014 keenam anjuran Yayasan Kepimpinan Perdana di Kuala Lumpur.
Beliau berkata sistem perbankan sangat penting kerana ia membekalkan modal yang diperlukan oleh perniagaan untuk pertumbuhan ekonomi.
"Jika sistem ini disalah guna, maka ini akan membawa masalah seperti yang dihadapi oleh dunia semasa krisis kewangan ini," katanya seperti dilaporkan agensi berita nasional.
Dr Mahathir berkata kerajaan harus bersedia campur tangan dan menghapuskan amalan buruk dan ia menuntut kepimpinan kuat bagi mengekang penyelewengan sistem perbankan.

Slain manager's mum turns to Najib for justice

Tears flowed at an emotionally-charged press conference where the anguished mother of a murdered bank manager sought Najib Abdul Razak’s intervention.
Claiming that a miscarriage of justice had occurred, Law Boh Ing wanted the prime minister, chief justice and attorney-general to set things right.
"I hope our prime minister, chief justice and attorney-general hear our concerns and give us an answer," she said amid sobs, flanked by her daughter.
At one point, the deceased Wong Jing Kui's elder sister Hie Huong lost her composure when she and her mother were describing her brother’s injuries.
Unable to control her emotions, she had to leave the press conference room briefly.
Jing Kui was killed on June 14, 2012 and hired killer, Ling Hoe Ing, later pleaded guilty to charges of culpable homicide not amounting to murder and was sentenced to 16 years imprisonment by the Sibu High Court last year.
Meanwhile, two others, who allegedly abetted the crime, walked free last week after the Sibu High Court discharged them but not amounting to an acquittal.
Segambut MP Lim Lip Eng, who organised the press conference, explained that Ling was charged with culpable homicide instead of murder as part of a plea bargain.
In exchange, he was expected to become the prosecution’s witness in trying Jing Kui’s wife Ling Hang Tsyr and her alleged lover Tiong King Guan for abetting the murder.
Murder and abetting murder both carry the mandatory death penalty.
Hoe Ing reportedly admitted in court that he was in debt, and was instigated by Tiong to commit the murder in exchange for settlement of the debt, while Hang Tsyr left the house’s back door and bedroom door open for him to enter.
Police later found Jing Kui, who was a manager at the HSBC Bank’s Sibu branch, dead in a pool of blood in his bedroom with multiple slash and stab wounds.
However, when the case against Hang Tsyr and Tiong was heard in February this year, the defence counsel successfully argued that there was no abatement to murder since Hoe Ing had only admitted to "culpable homicide not amounting to murder".
Charges reduced
The charges against the duo were then reduced to the same charges against Hoe Ing - culpable homicide not amounting to murder - and the case was sent from the High Court to the Sessions Court to be heard.
"When the charges were reduced, we had told the deputy public prosecutor (Musli Abd Hamid) to appeal. We even reminded him that this has to be be done in 14 days, because all the lawyers we have consulted said he should appeal.
"He wrote back and said he was instructed not to appeal. Instead the charges would be amended back to Section 302 of the Penal Code (murder) when the case is mentioned at the Sessions Court.
"As a result, we are in this mess today," said Hie Huong.
According to The Borneo Post last week, the Sibu Sessions Court judge Amernudin Ahmad slammed the application to amend the charges as abuse of the court process.
Subsequently, Hang Tsyr and Tiong, were discharged not amounting to acquittal.
Hie Huong said she was informed by the prosecution that it does not intend to appeal the case before the Sept 23 deadline, but instead apply to the High Court to revise the Session Court’s decision.
"This case has set a bad precedent. You could hire a killer to kill someone you dislike, and you get away with murder… The mastermind escapes with murder, and the scapegoat hired killer is sentenced to jail," said the family's lawyer Christina Teng.
She also complained that the deputy public prosecutor for the case has been changed five times over the past two years and were inexperienced.
In contrast, she said the defence counsel had a strong team of four persons, with a combined experience of about 150 years in total.
Lim also pointed out that in the murder of millionaire Sosilawati Lawiya, the hired killers and the mastermind were all convicted and sentenced, and questioned why Jing Kui’s murder was treated differently.
He added that the family has sent letters appealing to Najib and de facto law minister Nancy Shukri yesterday, and he would be following up on those letters tomorrow.

Is PAS for or against militancy, asks DAP lawmaker

PAS should be steadfast with its principles, especially against violence, instead of sending out conflicting messages, a DAP lawmaker says today. 
Segambut MP Lim Lip Eng ‎was referring to statements from several PAS leaders who had expressed their admiration for the late Lotfi Ariffin (pic), who had died fighting in the civil war in Syria.
Following reports of his death, PAS central committee member Nik Abduh Nik Aziz described Lotfi as a “martyr”, according to The Star.
Nik Abduh, the son of PAS spiritual leader Datuk Nik Abdul Aziz Nik Mat, paid tribute to Lotfi on his Facebook page.
"When Lotfi revealed his involvement with the Islamic State of Syria and Iraq forces, PAS wasted no time in expelling him from the party," Lim said.
"Furthermore, the Islamic party issued a statement saying it did not condone its members getting involved in armed activities.
"But now that Lotfi is dead, it appears that several PAS leaders have made a U-turn and agree with the path of militancy.
"This has caused confusion over the party's stand on militancy and violence," Lim said.
He said the upheaval in the Middle East had given birth to various terror and militant groups, some of which had vague origins.
"PAS should be more careful before supporting any militant groups, or militant individuals."
Lim said the path chosen by Lotfi had been his own choice, but it did not mean that violence should be encouraged.
"The true path forward is with democracy and a struggle for justice and freedom without bloodshed."

DAP: Printing exam papers abroad 'silly, wasteful'

The government's suggested solution to the fiasco of the leaked examination questions by printing the papers abroad is "silly and wasteful", said a parliamentarian.
"The case of the leak in UPSR examination questions has raised anger among many, especially the parents of this year's UPSR candidates.
"However, the suggestion to print the UPSR papers abroad, in this case in the UK, as reported in the media, is nothing but a silly and wasteful act," said DAP Segambut MP Lim Lip Eng.
 "If such suggestions can be considered, it is not surprising how the simple task of maintaining secrecy of examination questions cannot be executed," he said in a statement this morning.
On Friday, Education Minister Muhyiddin Yassin announced the suspension of the top heads of the Malaysian Examinations Syndicate (LPM) for the leaks.
Key issue
However, Lim said the key issue of the leak was not a matter of where it was printed.
Instead, what needed to be addressed is how it was leaked, who were involved and what were the motives.
Lim warned against using the examination leak as a means of creating new projects at the expense of taxpayer's monies.
"The integrity of public servants is the key issue in this matter, not where the examination papers are printed.
"If there is endemic untrustworthiness among public servants, it does not matter where the examination papers are printed, there will still be leaks," he said.
Lim urged tough action against those responsible for the leaks including charging them for criminal offences.
He added that merely sacking or suspending those responsible was insufficient.

DAP desak Ahmad Phesal jawab pemberian projek kepada kroni

Tindakan DBKL memberikan projek bernilai berbilion ringgit di pusat bandar Kuala Lumpur kepada sebuah syarikat milik bekas tentera tanpa melalui bidaan tender mengundang persepsi bahawa amalan korupsi diamalkan dalam organisasi ini.
PETALING JAYA: Ahli Parlimen Segambut, Lim Lip Eng menuntut supaya Datuk Bandar Kuala Lumpur, Datuk Seri Ahmad Phesal Talib segera memberi penjelasan dan membuka ruang soal jawab kepada pihak wartawan mengenai pemberian tender Plaza Rakyat.
Menurutnya, sekiranya gagal untuk menjelaskan perkara ini, ahli-ahli Parlimen Pakatan Rakyat di Kuala Lumpur akan membangkitkan hal ini pada sidang Parlimen bulan hadapan.
“Datuk Bandar mesti menjelaskan apa sebabnya projek ini dianugerahkan kepada syarikat yang mempunyai hubungan dengan ahli politik kerajaan Barisan Nasional tanpa sebarang tender,” katanya dalam satu kenyataan.
Dua hari lalu, media arus perdana telah melaporkan bahawa Dewan Bandaraya Kuala Lumpur (DBKL) telah ‘memilih’ sebuah syarikat untuk menghidupkan kembali projek Plaza Rakyat, namun malangnya telah gagal melakukan penawaran secara terbuka kepada pihak-pihak lain yang berminat. Projek berkenaan diserahkan kepada Profit Consortium Sdn Bhd.
“Tindakan DBKL memberikan projek berbilion ringgit di pusat bandar Kuala Lumpur ini kepada sebuah syarikat milik bekas tentera tanpa melalui proses bidaan tender menyebabkan kita sangsi. DBKL perlu memberi penjelasan demi kepentingan rakyat, kenapa perkara sebegini boleh terjadi?” soalnya.
Sebelum ini, projek Plaza Rakyat telah terbengkalai ekoran kerja pembinaannya terhenti sewaktu krisis ekonomi 1998.
Ia terletak betul-betul bersebelahan Puduraya, dan kelihatan seperti pusat pembiakan nyamuk paling meriah di tengah-tengah ibu kota Kuala Lumpur.
“16 tahun kemudian, kita mendapat khabar bahawa ia kini bakal diberi nafas baru dan pemaju baru, yang dilaporkan menjanjikan sesuatu yang lebih lumayan kepada pihak berkuasa tempatan, DBKL,” katanya.
Jelasnya, pihak DBKL bertanggungjawab memberi penjelasan tentang ketidaktelusan ini sekiranya ia tidak mahu orang ramai mengesyaki wujud korupsi dalam perincian projek yang diberikan tanpa tender ini.

Rakyat bukan ‘pak turut’ akar umbi Umno, mansuhkan Akta Hasutan segera

KUALA LUMPUR, 6 SEPTEMBER: Kenyataan Datuk Seri Shahidan Kassim jelas membuktikan beliau dan majoriti akar umbi Umno tidak pernah memahami mesej transformasi Perdana Menteri, kata Ahli Parlimen DAP Segambut Lim Lip Eng.
Menurutnya, kenyataan Menteri di Jabatan Perdana Menteri itu kelmarin bukan sahaja menggelikan hati, malah bertentangan dengan hasrat Najib sendiri untuk memansuhkan akta tersebut.
“Perdana Menteri Datuk Seri Najib Razak telah mengumumkan hasrat memansuhkan Akta Hasutan dua tahun lalu dan baru saja mengulangi hasrat itu setelah Shahidan mendakwa ia tidak pernah dibuat.
“Jelas di sini ahli-ahli Umno tidak memahami mesej transformasi Najib, yang bukan saja terbukti gagal disampaikan ke peringkat akar umbi, malah turut terbantut di peringkat pucuk pimpinan.
“Takkanlah rakyat negara ini sekadar perlu dengar kehendak akar umbi Umno? Takkanlah suara mereka sahaja yang dipedulikan Shahidan?
“Bagaimana dengan rakyat yang bukan ahli Umno? Apakah kehendak rakyat tidak penting di mata Shahidan?” soalnya dalam satu kenyataan, hari ini.
Shahidan semalam mendakwa tidak pernah berjanji memansuhkan akta kuno itu tetapi hanya mahu mengkajinya walaupun Najib dua tahun lalu mengatakan sebaliknya.
Kenyataan Shahidan bercanggah dengan janji Najib pada 11 Julai 2012 bahawa Akta Hasutan akan dimansuh dan diganti dengan Akta Keharmonian Nasional sebagai sebahagian daripada program transformasi kerajaan.
Sehubungan itu, Lip Eng mencadangkan Shahidan menggunakan peruntukan parlimen bagi mendapatkan khidmat bancian antarabangsa untuk mendapat maklumbalas di seluruh negara dan menentukan apakah rakyat mahu memansuhkan Akta Hasutan.
Beliau yang juga Setiausaha DAP Kuala Lumpur turut mencabar parti-parti komponen BN agar berani melakukan bancian maklumbalas di peringkat bahagian masing-masing.
“Takkanlah MCA dan MIC hanya perlu ikut saja kehendak akar umbi Umno, macam mana pula dengan kehendak ahli akar umbi parti-parti komponen lain?” katanya.
Beliau turut menggesa Najib menyegerakan janji itu termasuk menghentikan pendakwaan terhadap pimpinan Pakatan Rakyat dan organisasi masyarakat.
“Saya berharap supaya janji Najib bukanlah sekadar di mulut sahaja.
“Sewajarnya pendakwaan dihentikan dan ditarik balik sekiranya Najib benar-benar ikhlas mahu memansuhkan undang-undang tinggalan penjajah ini,” tegasnya.

MP urges DBKL to get rid of illegal cybercafes

 SEGAMBUT MP Lim Lip Eng wants Kuala Lumpur City Hall (DBKL) to rid the constituency of illegal cybercafes and gambling centres.
Lim said he had raised the matter with Kuala Lumpur mayor Datuk Seri Ahmad Phesal Talib at the end of August.
“A report from DBKL states four operations were conducted this year in three locations in Segambut, during which eight premises were raided and their equipment confiscated but this is insufficient.
“For example, an operation was conducted in Taman Sri Sinar on Feb 24 where 103 computer CPUs were confiscated from five premises. However, during my walk along Jalan 5/38D in Taman Sri Sinar in the afternoon on Sept 2, I saw five illegal cybercafes open,” he said.
Lim said nearby shopowners told him the cybercafes were operating round-the-clock. However, during his visit on Wednesday accompanied by the media, all the five outlets were closed.
“All these outlets have CCTV cameras at their entrances,” he pointed out.
Lim said DBKL should do more than just raid and confiscate their equipment.
“These illegal cybercafes and gambling centres are the root of many social problems. The chance of these gamblers winning is very slim and when these gamblers lose a lot of money, they are tempted to make easy money by robbing and selling drugs,” he said.
Selayang Municipal (MPS) councillor Yew Jia Haur, who was also present, said the council’s enforcement department was facing similar problems.
“MPS had issued only about 500 licences for cybercafes but there are more than 1,000 of them.
“We have been conducting raids too but are currently looking at seizing the premises of those who fail to ensure their property is being used for legal businesses.
“The onus should be on the property owner to make sure their tenants are doing legitimate businesses, failing which, they should be penalised,” he said.

DAP buat laporan polis terhadap Zahid Hamidi kerana gugat keamanan

.Ahli Parlimen DAP Lim Lip Eng membuat laporan polis terhadap Menteri Dalam Negeri Datuk Seri Ahmad Zahid Hamidi kerana kenyataan menuduh bukan Melayu menghina Raja dan Islam baru-baru ini.
Dalam laporan yang dibuat di Ibu Pejabat Polis Daerah Sentul, Lim memetik dua laporan berita daripada The Sun dan The Star mengatakan Naib Presiden Umno itu mengeluarkan kenyataan sedemikian.
Laporan yang dibuat itu juga memetik kenyataan Zahid mengatakan kenyataan yang diterbitkan akhbar berbahasa Inggeris The Sun tersalah konteks, sebaliknya ucapan ahli Parlimen Bagan Datoh itu merujuk kepada pemimpin DAP.
"Oleh itu, saya memohon polis menyiasat tuduhan Ahmad Zahid itu yang tidak mempunyai sokongan sebarang fakta atau bukti mengikut Seksyen 499 Kanun Keseksaan kerana ia merupakan satu kesalahan fitnah jenayah kepada ahli DAP.
"Saya juga memohon beliau disiasat mengikut Seksyen 504 Kanun Keseksaan kerana tuduhan itu dengan sengaja mengaibkan dengan niat hendak menghancurkan keamanan," kata Lim dalam laporan polis bertarikh 2 September.
Semalam, Zahid berkata kenyataannya bukan Melayu semakin angkuh, menghina kaum Bumiputera, institusi raja dan Islam disalah tafsir sebuah akhbar berbahasa Inggeris.
Menurut menteri dalam negeri itu, beliau sebaliknya berkata, "bukan Melayu" yang beliau maksudkan merujuk kepada pemimpin dan penyokong DAP.
"Tetapi tidak boleh dinafikan penyokong DAP mengambil pendekatan berbeza dengan keangkuhan mereka dalam politik," kata Zahid.
Putrajaya juga dikritik hebat ketika ini kerana pendakwaan terpilih ke atas pemimpin pembangkang Pakatan Rakyat (PR) mengikut Akta Hasutan 1948.
Terbaru, pensyarah undang-undang Universiti Malaya (UM) Prof Madya Dr Azmi Sharom juga didakwa mengikut akta yang dimulakan semenjak zaman penjajah British itu.

Lip Eng: Zahid sewajarnya diambil tindakan

Tuduhan Zahid, tanpa memberikan sebarang fakta atau bukti itu bukan sahaja suatu fitnah, malah merupakan kesalahan jenayah 
Setiausaha DAP Kuala Lumpur Lim Lip Eng melabelkan kenyataan Menteri Dalam Negeri Ahmad Zahid Hamidi yang mendakwa kaum bukan Melayu semakin bongkak dan menghina orang Melayu Bumiputera, institusi raja-raja dan agama Islam sebagai kenyataan yang berbaur perkauman.
Lip Eng berkata kenyataan Zahid itu menghasut perpecahan dalam masyarakat.
“Sebagai menteri yang bertanggungjawab bagi hal penguatkuasaan undang-undang, Zahid nampaknya merasakan undang-undang itu berada di telapak kakinya,” komen Lip Eng
Beliau juga menyatakan bahawa Ketua Polis Negara Tan Sri Khalid Abu Bakar pasti akan membutakan mata dan memekakkan telinga atas ucapan provokatif daripada menteri itu.
“Saya juga tidak terkejut sekiranya menteri-menteri parti bukan Melayu seperti MCA dan MIC akan turut mendiamkan diri dan menyorok dalam kelambu tanpa mengulas lanjut mengenai tuduhan Zahid ini.
“Ini kerana mereka sebenarnya bergantung hidup kepada UMNO,” tambah Lip Eng.
Menurut beliau, tuduhan Zahid tanpa memberikan sebarang fakta atau bukti itu bukan sahaja suatu fitnah, malah merupakan kesalahan jenayah di bawah Seksyen 499 Kanun Keseksaan.
